राजस्थान में अशोक गहलोत सरकार ने केंद्र सरकार की सेंट्रल गवर्नमेंट हेल्थ स्कीम की तर्ज पर प्रदेश के सरकारी कर्मचारियों के लिए राजस्थान गर्वनमेंट हेल्थ स्कीम लागू की है। आम लोगों के लिए चिरंजीवी स्वास्थ्य बीमा योजना है। उसी तरह सरकारी कर्मचारियों के लिए यह स्कीम लागू की गई है।

*मेडिक्लम पॉलिसी एवम RGHS में क्या अंतर है ?*

उत्तर:- मेडिक्लेम पॉलिसी एवं RGHS में सामान्य अंतर निम्न अनुसार है विस्तृत जानकारी के लिए सम्बन्धित विभाग की साइट पर विजिट करे।👇

*मेडिक्लेम:-*👇

(1) सरकारी एवं सरकार द्वारा अनुमोदित हॉस्पिटल में इंडोर इलाज करवाने पर अधिकतम 3 लाख रु का कवर कार्मिक को मिलता है।

(2) 90 दिन में उपचार का व्यय बिल कार्मिक की sso id से क्लेम ऑनलाइन सब्मिट करना पड़ता है जिसमे सरकार के नियमानुसार राशि का पुनर्भरण प्राप्त होता है।

(3) मेडिक्लेम पॉलिसी की प्रीमियम राशि सरकार द्वारा जमा करवाई जाती है कार्मिक को कोई प्रीमियम राशि का भुगतान नही करना पड़ता है।

(4) इसकी सुविधा लेने हेतु पहले SIPF office से मेडिक्लेम का कार्ड बनवाना पड़ता है।

*RGHS:-*👇

(1) यह सरकार की नई स्किम है इसमे सरकारी एवं सरकार द्वारा अनुमोदित हॉस्पिटल में 5 लाख रु तक की कैशलेस इलाज की सुविधा मिलेगी।

(2) यह GPF कार्मिको के लिए अनिवार्य है।

(3) 01/01/2004 के बाद नियुक्त कार्मिक ऑप्शन दे कर RGHS की सुविधा का लाभ ले सकते है ।

(3) RGHS हेतु GPF व NPS कार्मिको के लिए FD के आदेश 07/07/21 के अनुसार प्रति माह वेतन से RGHS मासिक कटौती की जायेगी।

(4) RGHS की सुविधा लेने हेतु पहले SSO ID से ऑनलाइन RGHS पर पंजीयन करना पड़ता है उसके बाद SSO ID से ही RGHS का E- Cards जनरेट होता है।

*प्रश्न:- RGHS कार्ड कैसे प्राप्त होगा ?*

उत्तर :- 1. पूर्व में सभी कार्मिक SSO ID के माध्यम से RHGS पोर्टल पर रजिस्ट्रेशन कर चुके है।

2. वर्तमान में लगभग सभी कार्मिकों के RGHS कार्ड बीमा विभाग के द्वारा तैयार कर पोर्टल पर उपलब्ध करवा दिये हैं।

3. कार्ड डाउनलोड करने के लिए SSO ID के माध्यम से RHGS पोर्टल पर E-CARD DOWNLOAD का ऑप्शन दिया हुआ है।

4. E-CARD DOWNLOAD ऑप्शन पर क्लिक करने पर कार्मिक एवं सभी पारिवारिक सदस्यों के कार्ड उपलब्ध होंगे | किन्तु अभी सभी के कार्ड डाउनलोड नहीं हो पा रहे है जो कि अगले सप्ताह तक उपलब्ध हो जाएंगे।

5. E-CARD में e-Wallet No: 180420211424XXXXX उपलब्ध करवाया गया है यही कार्ड संख्या है।

6. भविष्य में समस्त कार्य के लिए E-Wallet No ही उपयोग में आएगा।

7. अभी E-CARD DOWNLOAD में सभी की फोटो उपलब्ध नहीं है अत: इसके साथ कोई भी अन्य फोटो आई डी इलाज के दौरान हॉस्पिटल में काम में ली जा सकेगी जिससे पहचान साबित होती हो।

State Government has identified medical care as one of the key sectors from the perspective of overall health care and development of the State. Hon’ble Chief Minister vide point no. 244 of Budget Speech for financial year 2021 has announced new Rajasthan Government Health Scheme (RGHS). The ambitious plan of State medical facilities necessitates the infusion of all medical schemes under one roof and thereby restructuring it as Rajasthan Government Health Scheme.

Introduction

Government of Rajasthan has been providing medical facilities to Hon’ble MLAs, Ex-MLAs and its State Government employees and pensioners through provisions under various Rules, Scheme and Medical Insurance Policies. State Autonomous bodies / Boards / Corporations are providing medical facilities through their own regulations. The main rules / schemes are as under:

About the Scheme

All hospitals run by State Government, approved Hospitals and Public Private Partnership Hospitals will be eligible for providing medical facilities under this scheme as per norms and terms & conditions. In case of grave emergency, treatment will be allowed in Referral Hospitals after due reference from competent authority.

The Scheme is based on CGHS rates and provisions if otherwise not amended under this Scheme for the treatment taken in empaneled hospitals.

Cases of Coronary Artery Surgery, Vascular Surgery, Hodgkin’s Disease, Acute Retention of urine more than 24 hrs., Acute Myocardial infarction, Acute Pneumonitis, Acute Respiratory Distress, Cancer, renal failure i.e. failure of both the kidney, Stroke,, Multiple Sclerosis, Meningitis, Major organ Transplants like Kidney ,Lungs, Pancreas, Heart, Liver or Bone Marrow, Accidents, Delivery, Tubal Pregnancy and related complication, swine flu, dengue fever, burst Appendicitis, Pancreatitis etc. can be covered under as cases of grave emergency.

Claim Settlement under RGHS

The claim settlement procedure will be on IT Platform of RGHS through the RGHS portal and the electronic medical record (EMR) of each beneficiary will be kept in RGHS card holder’s e-Wallet.

Grievance Redressal

Any dispute between the parties namely SIPF and beneficiary, SIPF & empaneled hospitals and beneficiary and empaneled hospital during the scheme period or thereafter in connection with the validity, interpretation, implementation or alleged breach of any provision of the scheme will be settled by District Level Grievance Redressal Committee(DGRC), State Level Grievance Redressal Committee(SLGRC) and Appellate authority.
